PURPOSE:To constitute a communication system with high reliability by providing an adapter between a telephone network and a center or terminal equipment and transmitting a logical path setting request frame to the terminating side after setting a physical path between the adapter and the telephone network by telephone network originating request. CONSTITUTION:When a voice data block comes onto a transmission line 102 from the terminal equipment, it is received by a data receiving part 301, and voice data in the voice data block is registered in a voice data register part 308. When a path setting data block comes onto the line 102 from the terminal equipment, it is received by the data receiving part 301, and the formed logical path setting request frame is sent to a transmission line 104 through a MODEM 303 and a network controller 304. If the physical path to the terminating adapter in the terminating side is set normally, an acknowledge frame to the logical path setting request frame is received from the terminating adapter through the network controller 304 and the MODEM303 by a frame receiving part 305 to set a logical path.
