PURPOSE:To execute highly speedy processing with a computer and to execute efficient coding by linking plural forecasted error signals having large appearance probability, making them into one symbol, and executing fixing length coding with one forecasted error signal having small appearance probability as one symbol. CONSTITUTION:Based upon the deciding result concerning whether or not the signal is the forecasted error signal specified beforehand having the large appearance probability from a forecasted error deciding part 2, a forecasted error linking part 3 makes plural error signals with the large appearance probability into one symbol in a lump, makes one forecasted error signal with the small appearance probability into one symbol, thereby making equal the appearance probability of respective output symbols. A code generating part 4 generates the fixing length code corresponding to the output symbol of the forecasted error linking part 3, the symbol with the equal appearance probability can be coded by the same code length, and therefore, the compressing coding with the good efficiency can be executed.
