PURPOSE:To extract characters and to edit on the compressed data by arranging the compressed data of the individual characters in the sequence of appearance on the character string, in the compressing system of the picture data to pursue the outline of the picture and encode for each closed area. CONSTITUTION:At a character area deciding part 1, with the black and white changing points of the picture data on the main scanning line as the peak of the outline of the picture, the prescribed range is made into the character area with the peak as a reference, the picture to exit independently in the area is made into the character picture and the picture except it is made into a non-character picture. A mode detecting part 2 detects, based upon the picture data of the referring scanning line and the coding scanning line to the character picture, the starting mode where the changing point first appears, the continuing mode where the changing point is continued and the completing mode where the changing point is completed. A coding part 3 executes the coding corresponding to the mode detecting concerning the character picture, identifies the arranging position and outputs the coded compressed data in the sequence of the arrangement of the character column. Consequently, on the compressed data, the character position can be identified.
