Hydraulic binding agents are produced in an energy- economical process in which a raw material containing intimately mixed clay-containing phases and calcium carbonate is heat-treated at a temperature between 700 and 900 degree C, the thermal dissociation of the calcium carbonate is counteracted by maintaining a CO2 partial pressure during heat treatment, with a pozzolanic activation of the clay-containing phases being simultaneously brought about by dehydroxylating and activating the lime compounds which have potentially hydraulic properties, and up to 95% of the active product which is produced in this way is mixed with a quantity of an activating material which is such that the total mixture makes up 100%.
