PURPOSE:To improve repeatability with respect to a scan line error caused by noise on a line by replacing information on a scan line, which becomes a pair if a scan line including errors is detected at the time of decoding and processing runlength, with information delayed by one picture element. CONSTITUTION:If and input picture is scanned in a fixed direction and showned with a black picture element 1 and a white picture element 2, it attains a state as (A) shows. If picture elements included in the picture information composed of two scan lines, as (A) shows, is replaced at every two picture elements is (B) shows, said information attains a state as (C) shows. The scan lines 5 and 6 are runlength-encoded, a line synchronizing signal is added to the two lines, thereby forming a picture signal. A transmission side does the process, whereas the reception side does the process reversely. Then an original picture is restored. Thus even if line noise destructs information, scan line information becoming a pair is replaced with information delayed by one picture element. Therefore repeatablilty against noise can be improved.
