A belt tensioner system (1) includes a stationary mandrel (3) for mounting the system to a support such as an engine block. A hub (15) is rotatably and eccentrically connected to the mandrel and a pulley (35) is rotatably connected to the hub. A double acting ratchet and pawl assembly (51, 53, 43) is associated with the hub and mandrel for selectively preventing rotation of the hub about the mandrel. |
