PURPOSE:To enable reduction of production of pulsation, vibration, and noise, by a method wherein a bypass hole is connected to a suction hole so as to extend in the direction of a tangential line, surplus fluid is curved along the inner peripheral surface of the suction hole, and produces a vortex, formed coaxially with the suction hole, to suck the vortex in a pump. CONSTITUTION:A bypass hole 12, through which a surplus flow rate is returned to a suction hole 11, is connected to a portion in the vicinity of the one end of the suction hole 11 so as to extend in the direction of a tangential line. As a result, working fluid, returned to the bypass hole 12 by means of a flow rate regulating valve 30, is curved along the inner peripheral surface of the suction hole 11, and produces a vortex V, formed coaxially with the suction hole 11, to suck it in a pump 20 through a port 20a.
