The ascending of a float(3) is obstructed temporally by a pushing spring(1) controller attached on a valve(2). It excapes from the obstruction of the controller when the float buoyance arrives at the maximum buoyance and the valve is closed to the equilibrium point of the float buoyance and weight. An arm snubber is made on the upper portion of the lever(4) to push the spring(1) of the valve. A roller(16) is established under the pushing spring(1) for smooth sliding of the arm snubber(5) with the roller.
