PURPOSE:To retrieve picture information in the unit of files easily and accurately when the picture information of the 1st recording medium is recorded on the 2nd recording medium by detecting the 1st and 2nd information of the 1st recording medium and generating index information based on the detected output. CONSTITUTION:When a frame mark detection signal enters a control circuit 36 when it is detected by a frame mark detector 351, and a frame mark counter is counted. Then the file mark of the head frame of the 2nd file is detected by a file mark detector 352 and a file mark detection signal enters the control circuit 36, then '1' is counted to a file mark counter. Then a frame mark detection signal enters the control circuit 36 by a frame mark and the frame mark counter is counted as 20. In this state, the information of 1 file and 20 frames is generated as the code information and, e.g., 1-20 code information and its head address are registered as index information. Further, the index information is registered sequentially at each file.
