PURPOSE:To positively hold an interval between electrodes and condensation heat transfer surfaces to improve the reliability and safety of the device by forming electrodes into a thin electrode cylinder and punching a large number of openings on the drum wall to form band shaped electrodes on th interfaces between the opening parts and opening parts. CONSTITUTION:An electrode cylinder 4 has a thin cylindrical main body drum 7, and on the inner side of the main body drum 7 three linear liquid discharge grooves 8, 8 and 8 are formed along the axis in a manner of trisectioning the circumference of a circle, on the inner side of the main body drum 7. These liquid discharge grooves 8 are formed so that ribs 9 are outwardly expanded and formed outside locally toward the outer side from the inner side. In the main drum 7 existing between neighboring ribs 9 and 9, a large number of openings 10, 10, ...10 are punched and formed longitudinally at a predetermined pitch. Between these openings 10 and 10, first band-shaped electrodes 11 each having a wide broadth and second band shaped electrodes 12 each having a narrow broadth are alternately formed. The inter-electrode distance from the condensation heat transfer surface of first and second band-shaped electrodes 11 and 12 is set to satisfy the relationship of m<n, where n represents the inter- electrode distance of the second band-shaped electrode 12, and m represents the inter- electrode distance of the first band-shaped electrode 11.
