PURPOSE:To obtain inexpensive and compact device by providing a first pump for performing pumping action at the time of normal rotation of a motor and a second pump for performing pumping action at the time of inverse rotation of the motor, and giving pumping function and change-over function to one device. CONSTITUTION:When a motor 10 rotates normally, a first pump 30 rises to a position where the free end of a clutch claw 35 oscillates in the drum 33 direction around a boss 36 serving as a turning center and hits a stopper. And when the free end of the clutch claw 35 hits the engaging portion of the drum 33, rotating force of the motor 10 is transmitted to a motor shaft 12, a clutch disc 34, the clutch claw 35 and the clutch drum 33 to rotate an impeller 31. As the result, washer liquid absorbed from a suction port 50 is discharged from a discharge port 52. While, when the motor 10 rotates inversely, a second pump 40 actuates to discharge washer liquid, similarly with the one-way clutch 32 of the first pump 30 when a one-way clutch 42 is rotated normally.
