PURPOSE:To increase the transmission speed of picture information and to decrease the time needed for transmission and reception of information, by transmitting only the pictures written on each other in case a reception terminal equipment is holding an ordinary basic picture. CONSTITUTION:When a picture is sent from a transmission terminal, an inquiry is given to a reception terminal by the ON of the picture whether a basic picture exists or not (m). Receiging the result of this inquiry (l), the reception terminal checks the presence or absence of the picture ON state (n) as long as the picture can be received. If the picture ON state is confirmed, the designated picture holding information (q) is sent to the transmission terminal. The transmission terminal confirms an answer (r) and transmits (e) the picture of only the change part where the double writing is carried out if said answer shows that the reception of picture is possible (s) and the presence (t) of the designated picture ON state. The reception terminal receives the picture of only the change part transmitted (b) and puts the received picture on the basic picture being held after reception (c) for display (d).
