PURPOSE:To shorten the period of construction by a method in which a drain sand layer below revetment, a longitudinal drain layer, and a horizontal sand drain layer are provided, reclamation of sludge is made on the horizontal drain sand layer on the inside of the revetment, and the level of water is made higher than that outside of the revetment. CONSTITUTION:A cut-off layer 4 is provided along the inside wall of a revetment 2 on a drain sand layer 3 below the revetment 2, and a longitudinal drain layer 5A connecting to the layer 3 is provided on the surface of the layer 4. The first horizontal drain sand layer 6A is provided on the landfill bottom inside the revetment 2 and connected to the layer 5A, and sludge is dumped onto the layers 5A and 6A to form the first sludge layer 7. Water is charged into the reclamation site, the water level is made higher than the water level outside the revetment 2, and the percolating water is discharged through the layers 6A, 5A, and 3 to the outside of the revetment 2. The second horizontal drain sand layer 6B is further formed on the consolidated sludge layer 7A and consolidated in the similar manner.
