PURPOSE:To adjust the quality of a picture having no deterioration in the picture quality by separating a chromatic signal and a luminance signal from a video signal, adding a partial gradation to this luminance signal by a delay line and mixing with the chromatic signal again to output. CONSTITUTION:A video signal S4 inputted from a terminal 4 is inputted to a Y/C separating circuit 5, herein, it is separated to a chromatic signal S5 and a luminance signal S6. The chromatic signal S5 is processed in a chromatic signal processing circuit 6 and then inputted to a mixing circuit circuit 7. The luminance signal S6 is delayed by a fixed time (DELTAt) by a delay line 2 (signal S7), added to the non-delayed luminance signal S6 and inputted to the mixing circuit 7. In this mixing circuit 7, the chromatic signal S5 is mixed with the signal processed luminance signal S8 and the obtained signal S9 is outputted from a terminal 9 through a change over switch 8.
