PURPOSE:To obtain the high compressing efficiency by extracting the characteristic of the input picture for a block and selecting the optimum transformation. CONSTITUTION:A transmitting part 100 and a receiving part 111 are composed through a communicating 106. The transmitting part 100 is composed of a feature extracting detecting circuit 102, a matrix selecting part 103, an orthogonal transformation part 104 and a quantizing/coding part 105. The receiving part 111 is composed of an orthogonal reverse transformation part 108, a matrix selecting part 109, and a decoding/reverse quantizing part 107. For the information of a picture block G, one side is inputted to the feature extracting detecting circuit 102 and other side is inputted to the orthogonal transformation part 104. In the feature extracting detecting circuit 102, the feature is extracted for respective blocks. For the optimum transformation, the composite T<t>P of the transformation P to transform an (n) dimensional vector (1, 1..., 1) to an (n) dimensional vector (b1, b2,..., bn) to show the inclination, and the transformation T suitable to transform the vector, which averages plural input signals for a block, is used.
