PURPOSE:To provide a surface coating agent composed of a polysiloxane mixture containing a specific functional group and a catalyst for condensation reaction, and capable of coating metals and plastics, etc., to protect the surface and imparting the surface with antistaticity. CONSTITUTION:The objective coating agent is composed of (A) 100pts.(wt.) of an organopolysiloxane of formula I having >=2 hydroxyl groups or alkoxy groups in one molecule, (B) 1-50pts. of an organohydrogen polysiloxane containing >=3 hydrogen atoms bonded to silicon atom in one molecule, (C) 1-50pts. of a block copolymer produced by reacting (i) an organopolysiloxane of formula II containing >=2 active hydrogen-containing functional groups in one molecule, (ii) a hydrophilic polyol compound containing polyoxyalkylene group and (ii) a diisocyanate compound and, (D) a catalytic amount of a condensation reaction catalyst.
