At this time, the rotational frequency nM of the turbine 3 which is one of the quantities of state is employed and the deviation from an estimated value based upon an observation matrix 12 is fed back to a control matrix 13. Then, this feedback quantity Z is estimated from the specific expression as the quantity of correction. The estimated value of the rotational frequency calculated as mentioned above and the phase difference between respective mass points are supplied to a phase angle computing element 2, which detect the quantities of variation in phase angle at mass points 4, 51, 52, 6, and 7.
