PURPOSE:To decrease an overhead time in order to execute a monitoring program by making a monitoring part with the high executing frequency into a firmware. CONSTITUTION:A writable memory device (WCS) 4 is provided to make the monitoring part with a high execution frequency into the firmware, the program of the part is prepared in the shape of the microprogram and the program in the shape of the directly executable program is written in WCS 4. Other program is written in a main memory device 2. A table to store a flag to show whether or not the monitoring program is stored in the WCS 4 concerning all monitoring programs is provided, and a CPU 1 refers to the table and changes over by which of the WCS 4 or the device 2 the processing is executed. When the WCS is standard-packaged, the monitoring memory area of the device 2 can be decreased, and the calling sequence can be simplified.
