PURPOSE:To provide a floor heating panel made of synthetic resin, in which circulating water is hard to be lost due to moisture transmission, by covering the outer surface of hollow sheets with surface sheets having low moisture transmission, and forming an air layer between both sheets. CONSTITUTION:The outer surfaces of hollow sheets 1 made of synthetic resin are covered by surface sheets 2 having low moisture transmission. An air layer 3 is formed between the sheets 2 and 3. Even if moisture transmission of heat medium is yielded at a part of the hollow sheets 1, in which the heat medium (warm water and the like) is circulated, the moisture transmission is hard to occur in the surface sheets 2 since the liquid pressure of the heat medium is directly applied. The moisture, which is transmitted through the hollow sheets 1, is accumulated in the air layer 3 and the humidity is increased. Therefore, the moisture transmission from the hollow sheets 1 is suppressed. Evaporation of the heat medium from the entire floor heating panel can be made very small.
