PURPOSE:To form a water-repellent layer united with an electrode layer on the gas side of the electrode layer by removing carbonaceous powder from one side of a porous electrode layer made of an F-contg. polymer contg. a catalyst and carbonaceous powder. CONSTITUTION:A water-repellent layer united with an electrode layer is formed on the gas side of the electrode layer by removing carbonaceous powder from one side of a porous electrode layer made of an F-contg. polymer contg. a catalyst such as platinum and carbonaceous powder. The carbonaceous powder may be carbon black, the particle size is regulated to <=about 10mum, and the F-contg. polymer may be polytetrafluoroethylene. The maximum diameter of the pores in the porous electrode layer is about 0.1-3mum, the porosity of the electrode layer is about 40-95%, and the thickness is about 20-500mum. The carbonaceous powder is removed by ultrasonic treatment or other method to <=30mum depth.
