PURPOSE:To prevent a base supporting toner from being wrinkled when toner is fixed by passing the toner and base through a press-contacting part between a couple of rolls which are heated by a heat source to specific temperature after heating the toner and base so that the toner and an external heating means do not contact each other. CONSTITUTION:The unfixed toner 4 and the base 3 which supports the toner 4 are conveyed by a conveyor belt 5 and then heated by being irradiated with heat radiation by the reflecting plate 16 of the external heating means 8, and they are further heated in a press-contacting state when passing through the press-contacting part 18 between a heat roll 1 and a pressure roll 2. Thus, they are heated at two stages of the external heating means 8 and the roll couple, and then a thermoplastic resin component in the toner 4 is softened and fused to cause toner particles 4 to bind mutually and the toner 4 and base 3 to bind mutually, thereby sticking and fixing the toner on the base 3. Heating value to be supplied to the toner 4 at the press-contacting part 18 between the heat roll 1 and pressure roll 2 is reduced according to the heating value supplied to the toner 4 by the external heating means 8. Consequently, the base 3 is prevented from being wrinkled.
