PURPOSE:To attain snow melting with excellent thermal efficiency and high reliability by providing a wind blow region near a surface member at the mirror surface side. CONSTITUTION:Wind is blown from a blower 3 through a duct 2 into a major mirror surface panel 1. A face heater 8 is provided to the surface member 7 of the mirror surface side at the lower half of the main mirror surface and a core member 10 made of a foaming material is provided in contact with a surface member 9 at the rear face between the surface member 7 at the mirror surface side and the major mirror surface panel 1 made of the surface member 9 at the rear face side. A wind blow space 11 is provided between the core member 10 and the face heater 8 and becomes a duct to the wind 14 delivered through a duct and an exhaust nozzle 13. The core member 10 acts like a guide plate of the wind blow path.
