PURPOSE:To improve input operability by providing the 1st operating key group for addresses where the sounds or a desired sound of a vowel system exists together with the 2nd operating key group for addresses where the sounds or a desired sound of a prescribed consonant system of the stage '1' exists and changing at least the scale or the array of those operating key groups in response to the using frequency. CONSTITUTION:In an input operating mode, operating key 12a of 'I', for example, of an operating key 12 of a vowel system of the 1st operating key group 4 and an operating key 14b of 'KA', for example, of an operating key 14 of a consonant system of the 2nd operating key group 6 are operated at a time or successively. Thus KANA (Japanese syllabary) conversion is carried out at a control part and a character 'KI' is produced. Here an operating key 16a for conversion of KANJI (Chinese characters), for example, of an operating key 16 of '1' in the 3rd operating key group 10 for indication of various conversions is operated for conversion into a desired form (KANJI). Thus the operating keys of the vowel system having high using frequencies are formed in large sizes and at the same time gathered at the center part for the improvement of the input operability of a keyboard. Furthermore the number of operating keys can be decreased.
