PURPOSE:To make it possible to start a data link procedure in a short time and with an adaptive line rate by discriminating the line rate with counting the period of a flag signal which is transferred to with different line rates and sending out the flag signal with the adaptive line rate. CONSTITUTION:When an equipment D calls an equipment C, a call connecting procedure is carried out and after a call connection is completed, the data link procedure is started. With starting the data link procedure, the equipment D outputs the flag signal to the equipment C. A CPU1 sets a dividing ratio to count the line clock L of a programmable counter 3 so as to generate a receiving clock RXC and a transmission clock TXC having the same rate as the line rate. Thereby, the periods of the receiving clock RXC and the transmission clock TXC which are impressed on a data link circuit 33 become equal with the flag signal that is impressed as the receiving data RXD.
