PURPOSE:To obtain a decorative layer capable of following the cracking of a substrate, rich in the change of unevenness and having a good antistaining property, by forming a pattern layer rich in a non-volatile component to an elastic layer constituted of a compound consisting of a synthetic resin emulsion capable of forming a film having good elongation and a filler. CONSTITUTION:The single hole 2 and crack 3 formed to the surface of the substrate 1 of a building are filled with resin-containing mortar 4 and, if necessary, an under coat layer 5 is formed to said surface of the substrate and a base layer 6 comprising an elastic base material is formed. The elastic basematerial is prepared by compounding 40-400 pts.wt. of a filler with 100 pts.wt. of a synthetic resin emulsion capable of forming a film having elongation of 1,000% or more at 20 deg.C on a solid basis. Further, a pattern forming material, which contains a binder comprising a synthetic resin forming a film having elongation of below 1,000% at 20 deg.C and a filler and of which the non-volatile component is 75wt% or more, is formed to the base layer to form a pattern layer 7 and, if necessary, finishing is applied to said pattern layer by a top coat material.
