PURPOSE:To prevent third parties other than the possessor from making a toll call freely by registering a voice signal of the telephone set possessor. CONSTITUTION:A toll call restriction release key is depressed by the voice of the telephone set possessor. Thus, a master set 100 consists of a voice recognition section having a switch circuit 6 switching a voice line of the key telephone set, an analog/digital (A/D) conversion circuit 7, a memory circuit 8 registering the voice signal of the possessor at each telephone set, an address designation circuit 9, and a comparator circuit 10 comparing the inputted digital voice signal with the registered voice signal, and when the coincidence is obtained through the voice comparison, the toll call restriction is released.
