PURPOSE:To produce the titled compsn. which does not cause peeling from the interface during or after curing, by adding an epoxy-functional silane coupling agent, a filler and a dispersant to a base emulsion. CONSTITUTION:1-150pts. (by weight ; the same applies hereinbelow) colloidal silica (A) having a particle size of 0.0001-0.1mum or 0.3-30pts. alkali metal silicate (A), 0.01-1.5pts. curing catalyst (B), 2-30pts. emulsifier (C) and water are mixed with 100pts.wt. linear organopolysiloxane (D) contg. at least two hydroxyl groups attached to a Si atom per molecule and having an MW of 5,000 or above. The pH of the resulting base emulsion is adjusted to 9-12, and the emulsion is aged at 10-95 deg.C for such a period of time that an elastomeric substance is obtd. when water is removed. 0.5-30pts. epoxy- functional silane coupling agent or hydrolyzate (condensate) (E), 50-300pts. filler (F) having an average particle size of 10mu or below and 0.1-2.0wt% (based on the quantity of component F) dispersant (G) are added to the emulsion.
