PURPOSE:To avoid such a case where the distribution of narrow-band signals excluding the singing is recognized mistakenly as a singing state, by deciding that a voice bridge circuit is kept under a singing state in case it is detected that the electric power of reception signal of each circuit is larger than that of the transmission signal. CONSTITUTION:A singing deciding part 9 supplies the narrow-band reception detecting signal d3 outputted through a gate 8 corresponding to each circuit 1 to a gate 91. The gate 91 regards that all circuits 1 are receiving the reception signals R having steady frequencies and decides that a singing state is produced at a voice bridge circuit to output a singing deciding signal d4. When the voice bridge circuit distributes the narrow-band signals transmitted from a cerain circuit 1 to another circuit 1, a corresponding electric power comparison part 7 sets an electric power comparison signal d2 at logic '0'. Thus no signal d3 is outputted through the gate 8. As a result, it is possible to prevent such a case where the distribution of the narrow-band signals excluding the singing is recognized mistakenly as the generation of a singing state.
