PURPOSE:To make urgent escape of man easier by reducing loads of ice by providing plural reinforcing and ice breakers with outwardly and radially lowered slope faces with an equal interval over whole height of its body on the periphery of a columnar or polygonal columnar body. CONSTITUTION:Ice floes 6 collide with a reinforcing part 5 of an inclined angle an goes up along the part 5, where the ice floes 6 receive bending moment M1 within the vertical face and is broken easily. The volume of the substructure can be reduced by a columnar central part 3, and urgent escape of man from the central part 3 to the surface of sea can be allowed. Since bending moment M2 within the horizontal face newly acts on the ice floes 6 by the slopes and central parts 3 of the part 5, the ice floes 6 can be broken more easily.
