PURPOSE:To suppress vibration of a lens barrel and to prevent collision of the lens barrel against a support by providing detecting means of the relative positions of the lens barrel and support and the angular velocity of the lens barrel, and at the same time, providing a panning start detecting device and a panning finish detecting device. CONSTITUTION:An actuator 3 is placed between the lens barrel and a support 2 and the lens barrel 1 is rotated around a rotation axis 4. An output signal (a) of a magnetism sensitive element 5 is given to a position detector 11 and a relative angle signal (c) of the lens barrel 1 and support 2 is obtained. An output signal (b) of an angular velocity sensor 6 on the lens barrel 1 is given to an angular velocity detector 12 and an angular velocity signal (d) of the lens barrel 1 is obtained. Signals (c) and (d) are synthesized 13 and given to a driving device 14, and the actuator 3 is driven by the output (f). A panning start detector detects starting of panning operation by the signal (c), and enlarges the detected gain of the detector 11 by the output signal (g). When a panning finish detector 16 detects finishing of panning, the detected gain of the detector 11 is returned to the original small value.
