PURPOSE:To raise the compression rate considerably by generating a reduction picture from an original picture and generating an interpolated expansion picture and obtaining the difference between data of the original picture and data of the interpolated expansion picture and using this difference and data of the reduction picture. CONSTITUTION:A reduction picture 8 is generated from data of an original picture 7 by the thinning or interpolating processing, and this data is subjected to the interpolating expansion processing to generate an interpolated expansion picture 9 having the same size as the original picture. The original picture and the interpolated expansion picture 9 are divided to plural sections by the same size as data of a compensation function, and various kinds of compensation functions are allowed to act successively upon each section of the expansion picture 9, and the difference of data after compensation and data of each section of the original picture corresponding to the pertinent section of the interpolated expansion picture 9 is obtained. A discrimination signal of the compensation function which minimizes this difference is obtained for each of all sections, and data of the reduction picture 8 and discrimination signals are stored in a storage device 1, and data of the original picture 7 is compressed and stored.
