PURPOSE:To obtain an elastomer having sufficiently high strength only by carrying out the freezing and thawing operation once or twice, by freezing a mixture of a polyvinyl alcohol, a saponified product of a specific vinyl acetate /unsaturated carboxylic acid copolymer and water and thawing the frozen mix ture. CONSTITUTION:(A) 1-20(wt)% polyvinyl alcohol is compounded with (B) 1-10% saponified vinyl acetate/unsaturated carboxylic acid copolymer containing 0.2-50mol% unsaturated carboxylic acid and (C) 70-98% water and the mixture is frozen and thawed. The polyvinyl alcohol is the one having an average saponification degree of 80-100mol% and an average polymerization degree of 500-2,500. The saponified copolymer is the one preferably having a saponification degree of >=93mol% and preferably subjected to thermal treatment and radiation treatment.
