PURPOSE:To obtain binary-coding picture information always suitable for each output device by preparing plural binary-coding conversion tables having a specific threshold value respectively, designating an optional table, binary-coding the picture information of multi-value level when plural kinds of output devices are connected in the system. CONSTITUTION:When a select register 15 designated an output device 18, the 1st dither matrix ROM 16 is used as a dither matrix to obtain a binary-coding data given to the output device 18, and when the register 15 designates an output device 19, the 2nd matrix ROM 17 as the either matrix is used. The ROM 16 is used as a device giving a threshold by means of the organized dither method in the dither methods. A pattern (e.g., dot type) of the 1st dither matrix of 4X4 dots is recorded and a pattern (e.g., spiral type) of the 2nd dither marix of 4X4 dots different from the 1st dither matrix ROM 16 is recorded in the ROM 17.
