<p>PURPOSE:To decrease the transmission time of picture information, to reduce the storage capacity and to decrease the device cost attended with these effects by utilizing effectively ununiform distribution of production probability in a color signal on a color space. CONSTITUTION:The correlation of a picture signal between nearby picture (5)lements and the production probability of the picture signal on the color space are utilized to calculate a forecast picture signal of a noted picture ele ment being an object of coding and to make a forecast error vector tying a coordinate of the forecast picture signal on the color space and the coordinate of the picture signal caused actually. The forecast error vector is converted into a code word generated by utilizing the correlation of the picture signal and the production probability. For example, a color signal forecast device 204 uses a reference picture element or a block to forecast the color signal of the noted picture element or the block. A forecast error vector generator 306 forms a forecast error vector by using the forecast color signal and the color signal produced actually. A code word converter 307 converts the formed forecast error vector into a code word.</p> |
