PURPOSE:To make possible the exact calculation of a water storage capacity by calculating the water storage capacity at each of various water levels by using plural water level meters, multiplying the same by a correction factor, adding the results thereof and considering the influence of a surface slope. CONSTITUTION:The water level H1 determined by a water level meter 1<1> and the equation for calculating the water storage capacity stored preliminarily in a memory 4<1> are inputted to block water storage capacity calculator 6<1> which calculates the water storage capacity V(H1). The water level H2 measured by a water level meter 1<2> and the H1 are inputted to a surface slope calculator 5<1> by which the surface slope is calculated. The surface slope is further inputted to a correction factor calculator 7<1> which calculates the correction factor A1 by taking the wind direction, water surface oscillation, inclination, etc. into consideration. The factor A1 and the water storage capacity V(H1) are inputted to a correction block water storage capacity calculator 8<1> which calculates A1.V(H1). The true water storage capacity A1.V(H1) relating to the meter 1<1> is thus determined. Such operations are executed with the respective water level meters and the sum of the respective corrected block water storage capaci ties can be calculated by a total water storage capacity calculator 9.
