PURPOSE:To prevent rimples or unaligned endface of winding roll by operating actual variation of diameter on the basis of the winding speed and the rotary speed of winding roll against the anticipated variation of the diameter of the winding roll then controlling the braking force at the rewind roll side such that the difference will be zero. CONSTITUTION:If the operated value of the diameter of roll is larger than the desired roll diameter, the tensile force at rewind side is increased to increase the braking force. Then the differential output from a holding circuit 27 is added to the setting level in tensile force setter 19 to produce a setting tensile force and to feedback the tensile force of a tensile force detector 20 then to realize regenerative power control through a controller 17 and to control the variation of the diameter of winding roll to desired level. Since direct control is enabled when compared with conventional indirect control system of tensile force, motor current, pressing force of rider roll, etc., rimples on the winding roll or unaligned endface of winding roll can be eliminated.
