PURPOSE:To obtain high absorbing effect upon fluctuating torque by making a fixed plate to be elastically supported to an outer casing by elastic supporting members. CONSTITUTION:Collars 40, 41 are provided on the outer periphery surface of a fixed plate 1, receiving holes 50, 51 are drilled into an outer casing 2, and the collars 40, 41 are received into the receiving holes 50, 51 so as to roll over freely. Also, vertical holes 52a, 52b, 53a, 53b are provided on side surfaces 50a, 50b, 51a, 51b of the receiving holes 50, 51 and from those holes 52a, 52b, 53a, 53b elastic supporting members 60, 61 are attached to both side surfaces 40a, 40b, 41a, 41b of the collars 40, 41. high absorbing effect upon fluctuating torque can be obtained by this structure.
