PURPOSE:To dub a video signal without degrading the picture quality by performing field frame conversion with a delay time of 0.5H (horizontal period) and using through a video signal which is not delayed, as a video signal to be copied to another recording medium. CONSTITUTION:Switches 114 and 120 are switched to the connection state shown in the figure and the opposite connection state alternately at intervals of 1V (vertical period). A luminance signal including a synchronizing signal obtained in a terminal 46 is outputted directly from an FM modulator 44 in the period of a field A and is delayed by 0.5H in a delay circuit 116 in the period of a field B following the field A. Similarly, a color difference signal obtained in a color difference signal terminal 122 is delayed by 0.5H in a delay circuit 124. Thus, a frame video signal including the read out one-field video signal and the delayed one-field video signal alternately is generated and is outputted for a video monitor.
