PURPOSE:To promote the compactness of a unit while actuate its weighing cap to be surely opened and closed, by providing a twisted oil spring, which urges to the neutral position a rotor rotatable around an axis, and a viscously rotating damper which applies a brake to the rotor. CONSTITUTION:A damper mechanism unit 4 is equipped with a mounting plate 5 fixed to a keyboard part 2 as a stationary part, damper housing 6 being the stationary part, damper bush (rotor) 8 connected with a stay part 9 and a twisted coil spring 48. The mounting plate 5 is formed almost in an L-shape, and its central part provides an oil damper 18 being a rotary damper. The oil damper 18 comprises a brake gear 22 in the point end and a column-shaped braking part 24 in the base part. While the twisted coil spring 48 fits with a play its both end parts to notched parts 6d, 6d cut in side parts 6b, 6b of the damper housing 6 in its central position.
