PURPOSE:To prevent a dangerous state from being developed even the state takes place by detecting the scenery change of a platform picked up at a prescribed time interval and outputting a signal stopping a train and raising an alarm if the scenery change takes place at a prescribed region thereby improving the safety of the train start. CONSTITUTION:The picture of a platform 7 and a train 8 picked up by a television camera 2 is adjusted so as to be displayed on a monitor receiver 3, a dangerous region 71 of the platform 7 on the picture is set, the region 71 is set to a region write section 44 and stored in a region storage section 45. The 1st scenery information and the scenery information fed directly from the television camera 2 are inputted to a change detection section 43, both the scenery information sets are compared to detect the change in the scenery information. Thus, there is a timewise delay between the 1st and 2nd scenery information fed to the section 43 and the change in the scenery information is detected one after another. A control output section 47 outputs a signal activating a guard equipment 5 and an alarm device 6 to block departure of the train 8 and inform generation of a dangerous state to officers in charge.
