PURPOSE:To attain an effective processing with a message unit by counting periodically the number of transmission unfinished calls at a level-2 part and decentralizing evenly the message units at a level-3 part according to the number of transmission unfinished calls received from the level-2 part. CONSTITUTION:The number of transmission unfinished calls are transmitted periodically to a CSP 1 from CSCs 2-5. Thus the CSP 1 controls the number of transmission unfinished calls and therefore selects a CSC having a small number of transmission unfinished calls in the same direction for the transmission of the message unit. This ensures the processing with higher efficiency. In the case of the CSC shown here, the CSP 1 selects both CSC 3 and 5 since they have the minimum number '1' in terms of the transmission unfinished calls.
