PURPOSE:To obtain an excellent reproduced or transmission signal where high frequency of a luminance signal or distortion in a chrominance components are eliminated by adding a reference phase signal generated from a chrominance carrier in a decoded video signal to the luminance signal and recording or transmitting the result with the chrominance components. CONSTITUTION:A composite video signal fed to a terminal 28 is inputted to a decoder 36, a reference phase signal generator 29 and a field discrimination signal generator 37. The luminance signal Y and color difference components R-Y, B-Y are separated by the decoder 36. A generator 29 generates a reference phase signal form a chrominance subcarrier in the input signal and adds (30) it to the luminance signal Y. The generator 37 generates a field discrimination signal and adds (38) it to the signal B-Y. Switches 39-41 are thrown to the position of the decoder, the synchronizing signal in the signal Y is generated by a generator 25, it is added (26) to the signal R-Y, and the signals R-Y, B-Y are subject to time axis compression into 1/2 in the unit of line by a time axis compressor 5. The luminance signal and the output chrominance components of the compressor 5 added with the reference phase signal are modualted by frequency modulators 4, 6 respectively and recorded on a tape via heads 7, 8.
