PURPOSE:To eliminate a dispersion of the sensitivity, and to execute a stable development processing by calculating a volume of a non-image part by a film thickness and an area of the non-image part of a photosensitive material, and replenishing a replenishing liquid of quantity corresponding to the volume of the non-image part. CONSTITUTION:A detecting signal related to a film thickness of a non-image part of a photosensitive printing plate 12, which has been detected by a film thickness detecting means of a measuring part D, and a detecting signal from an area detecting means are inputted to a control device 25. The control device 25 integrates an area of the non-image part, multiplies film thickness information and area information of the non-image part whenever one photosensitive printing plate 12 is processed,and derives a volume of the non-image part. This volume of the non-image part is counted, plural pieces are brought to a development processing, and when an integrating volume area of the non-image part has reached a prescribed quantity, a driving signal is outputted to a replenishing device 26. The replenishing device 26 replenishes a replenishing liquid to a developer tank 2, and this replenishment is executed until it coincides with quantity corresponding to a volume of a multi-image part.
