PURPOSE:To attain efficient N:N communication with excellent real time performance by applying inquiries to all terminal devices once from a control station at the 1st phase, allowing a terminal device having a transmission request to return reply simultaneously by using a specific frequency at the 2nd phase and allowing the control station to select one of the terminal devices having the request at the 3rd phase and give a transmission permission. CONSTITUTION:A transmission line 2 is extended in a tree from the control station 1 and terminal devices 3 (3-1-3-n) are connected to the line. The control station 1 uses an FP being one of outgoing frequencies and applies inquiry. The signal is sent to all the terminal devices through the line 2. Each terminal device 3 receiving the FP checks the presence of the transmission request and when a transmission request exists, an incoming frequency Fi for reply assigned in advance to itself is used and the transmission request is given to the control station 1. The control station 1 selects one request among plural transmission requests and gives a permission of transmission to a terminal device requesting the request.
