PURPOSE:To set a new communication opposite party by bringing one of plural registered logical channel numbers of a PVC into the start state. CONSTITUTION:When the PVC is set between terminal devices 3a and 3b and the terminal device 3a desires to be switched to the PVC with a terminal device 3c, the terminal device 3a inputs a data 5 representing it to a packet composing/ decomposing device 2a. An operating flag 81 in a subscriber control table 8 in a device 2a represents the operating PVC and only one of n-set of logical channel numbers under registration is in operation. When the device 2a receives the said data 5, the device 2a checks the table 8 to detect whether or not the operating flag 81 is set to any logical channel number 82. When the PVC is set already and it is to be changed, an end of operation packet is sent to the device 2b to release the operating flag. Then the device 2a produces a start packet toward the opposite terminal device 3c and sends the packet to it. The device 2c receiving it outputs a start notice at a representing the start of PVC to the terminal device 3c and returns an acknowledgment packet to the device 2a.
