PURPOSE:To simplify the circuit of a VTR in terms of a television receiver by converting the time base of a composite video signal at a stage where a chrominance component is a carrier chrominance component. CONSTITUTION:With the use of a signal synchronous with a horizontal synchronizing signal, the frequency of the chrominance component C is frequency-divided to 1/m, and a spurious composite video signal V is written in a RAM37. Said signal V is read out by the use of a read clock having frequency m-times as much as a write clock. Accordingly, even if the chrominance component is processed with the carrier chrominance component as it is, the time base can be compressed without changing the frequency of the carrier chrominance component and also without a demodulator circuit.
