PURPOSE:To count a cost for each user with simple constitution by providing an information charge extracting circuit, a communication charge counter circuit, a user setting device, a charge adder circuit and a charge display device displaying a charge outputted from a charge storage circuit. CONSTITUTION:The picture information demodulated by a MODEM2 is fed to an information charge extracting circuit 9, from which an information charge is extracted and outputted to a charge adder circuit 14. A communication charge counter circuit 10 outputs a prescribed communication charge to the circuit 14 at each prescribed time when a signal connected to a data base fed from the MODEM2 is set. The charge addition circuit 14 adds a communication charge or an information charge to a charge corresponding to the user set by a user setting device 11 among charges stored in a charge storage circuit 12 every time an information charge and a communication charge are outputted respectively from the circuits 9 and 10. The circuit 12 outputs a charge to the user set by the setting device 11 and the charge is displayed on a charge display device 13.
