PURPOSE:To obtain the titled steel plate with high corrosion and chemical resistance by forming, on a base material such as cold-rolled steel plate, cured film through baking which consists mainly of silane compound of specific formula, hydroxyl group-contg. organic polymer and alkyletherified melamine. CONSTITUTION:The objective steel plate can be obtained by forming cured film through baking which consists mainly of (A) at least one sort of compound selected from silane compounds of formulae I, II, and III, respectively (R is lower alkyl; R' and R' are each lower alkyl, alkenyl, glycidyloxyalkyl or phenyl) and hydrolyzed condensates therefrom (B) hydroxyl-and/or carboxyl group-contg. organic polymer (e.g. ketone resin) and (C) an alkyletherified benzoguanamine (e.g. methyletherified benzoguanamine) and alkyletherified melamine (e.g., methyletherified melamine) on a base material such as cold-rolled steel plate or zinc-or zinc alloy-plated steel plate.
