PURPOSE:To enable the changes in the movement of the picture recorded on the recording medium to be grasped easily by sampling recorded contents of a video recording and reproducing device and editing them as a new single picture composed of plural picture. CONSTITUTION:It is supposed that starting the writing into a memory is commanded at a position along the running direction of a magnetic tape 1. The picture information recorded in a track 71 closest to the time point and that recorded in tracks 72-79 at intervals of a predetermined (m) number of tracks from the track 71 are written into a luminance signal memory 311 and a chrominance signal memory 312. One picture screen consisting of these nine small picture screens is a picture screen edited newly from nine picture data sampled at equal intervals of a (m) number of fields on the tape 1 and may be said to be a picture screen used for visual inspection of recorded contents of the tape 1.
