PURPOSE:To omit a command produced from a center part even after a terminal is restarted by correcting the contents of a table in response to the control state of a device within an input packet and controlling a connection device. CONSTITUTION:A terminal has a fault and the contents of a device control table holding a terminal are lost. Thus the operation state of a device is changed. Under such conditions, the terminal is restarted to receive device control information obtained before generation of the terminal fault and added into a polling packet from a center. Then the contents of the device control table held by the terminal are rewritten with reference to said device control information. Control is given independently to a connection device according to the contents of the table (a device A started). In a breadkown mode, the device control table is set at '0, 0, 0' regardless of its original state. Thus the contents of the table can be easily refreshed in a state change mode.
